List of twelve reforms, most probably drawn up at the beginning of his term of office at the Cinq-Cents (it refers to several legislative acts of autumn 1797). "1° Insist on Representative Gaivernon's [Gay-Vernon] motion to exclude the privileged and qualified from public office. 2° Ensure prompt payment of the billion promised to the defenders of the Patria, and charge the relatives of émigrés with this payment [...]. 3° Pay the arrears, or at least the current amount, of pensions and benefits owed to the relatives of defenders of the fatherland [...]. 5° Promote, under the pretext of public moral instruction or national holidays, the institution known as theophilantropy, follow up on Leclerc's motion, and oppose this cult to the ravages of Roman fanaticism. Cleverly link civil acts of births, marriages and deaths with the cult of theophilantropists; give some secret funds to establish this universal religion"... Other articles concern a forced loan, tougher procedures for striking off the list of émigrés, reorganization of the "everywhere detestable" gendarmerie, replacement of the courts by the Directoire... "10° Bring before the military commissions [...] the cutthroats known as the companions of Jesus and the sun. 11° Deport convinced royalists and relatives of emigrants [...]. 12° Reduce the number of Representatives provisionally until germinal and deport the others without threat"...
