Request from Regnaud, the King's prosecutor, upon complaint from the inhabitants "about the risks that their dwellings and estates were running due to the fire that could be caused by the various balloons that launch themselves daily in this city"... Follows the ordinance issued by the officers of the presidial seat and seneschalsea, lieutenants general of police of La Rochelle, signed by them, forbidding the flight of aerostatic balloons without having obtained permission, on pain of a 500-lb fine.
